Impact of Organizational Culture and Work-related Factors on Burnout Syndrome Among Public Sector Employees During COVID-19 Pandemic

Burnout is a widely studied issue that can have negative consequences for individuals. In this paper, we examine whether organizational culture and other included factors contribute to the presence of burnout symptoms (burnout indicators) during the COVID-19 period among public sector (public university) employees. Using factor and regression analysis, we found that organizational culture together with other individual aspects such as work-life balance and respondents' age can significantly influence the burnout indicators. The results are significant and robust at a given significance level. Our main contribution consists in the following: Firstly, we show that specific parts of organizational culture can significantly influence individuals during remote work. Secondly, by using different measurements, we contribute external validity to current burnout studies. Finally, the results can inspire managers and leading workers in both public and private sectors in terms of organizational culture settings to create working environments that are more suitable for individuals during normal and critical times.

The relationship of ethical and economic behaviour

Altruism and the ethical relationship to other people affect behaviour of subjects in economic environment. Economy tries to capture this behaviour, there are various models, but it hasn't been successful in fi nding one model describing various types and cases of altruistic behaviour. Business ethics faces a similar problem as it lacks a defi nition of what exactly ethical behaviour means. This paper claims impossibility of fi nding a unanimous defi nition belongs to ethics and is its characteristic feature. In the area of economic behaviour that is not a problem, but a chance for innovative behaviour.

Bearer Shares in Paper Form and Public Procurement

This article examines for the first time the relationship between transparency of ownership structure and (i) profits of firms winning public procurement contracts and (ii) competition for the contracts and savings of the public authority. These characteristics are compared for two groups of public procurement contract winners that differ by their ownership structure. The detailed data from the Czech Republic are used and the firms with bearer shares in paper form serve as the less transparent firms. The results show that less transparent firms have significantly higher profit margins in terms of tens of percentage points and participate in less competitive public procurement contracts and result into lower savings for the public authority. This could be an indirect indicator of conflict of interests or corruption. The article concludes with policy recommendations.
