Konkurenceschopnost národních ekonomik - kritická reflexe konceptuCompetitiveness of National Economy: Critical ReflectionOldřich Krpec, Vladan HodulákPolitická ekonomie 2013, 61(6):752-769 | DOI: 10.18267/j.polek.929 This article is a contribution to the discussion of national competitiveness as a concept for analysis of international economic relations. The main goal is the critical reflection of the concept. We consider the Paul Krugman's and Richard Baldwin's remarks regarding the problems associated with using competitiveness as an analytical concept still valid when restrained to the domain of neoclassical economics. Moreover - even though the competitiveness is widely accepted as an analytical concept - we believe a number of problems associated with its current use exist (both in theory and in process of policy formations). Mainly, there is confusion between the micro and macro-economic understanding of concept which stems from confusion between individual and national/territorial level of analysis. We also believe that even if new trade theory (increasing returns and strategic trade) is taken into account, it is quite problematic to formulate policy recommendation for structural and industrial policy on its grounds. When the assumptions of neoclassical economics are loosened, the concept of competitiveness might prove valid. Finally we stress than even if this is the case the sensitiveness of the most of recommendations for competitiveness promotion to retaliation and potential damage resulting to international economic regime from its enforcement is rather high. |
Politická ekonomie zahraniční obchodní politiky - instituce, regulace, sociální a politický kontextPolitical Economy of Trade Policy - Institutions, Regulation, Social and Political ContextOldřich Krpec, Vladan HodulákPolitická ekonomie 2012, 60(1):20-39 | DOI: 10.18267/j.polek.830 This paper aims to contribute to the theoretical discussion of free trade and protectionism in international trade within the context of International political economy. Presented approach broadens the standard political economy view of trade policy and goes beyond the redistribution consequences and the political consideration of policy makers. Our interpretation of trade policy works with broader economic values and preferences of individual actors and understands the nation state and its policies as institutions. Social, cultural and historical context is taken into consideration, when interpreting the trade policy. More complex understanding of these determinants helps to explain contemporary trade policies and also their dynamic change. Paper also discuss the links between the trade policy and other economic (structural and industrial) policies and attract attention to possible misunderstandings in contemporary free trade discourse. |
Efekty státní podpory podnikůEffects of state aid to enterprisesAlena ZemplinerováPolitická ekonomie 2006, 54(2):204-213 | DOI: 10.18267/j.polek.553 The aim of the article is to describe theoretical concepts related to the effects of state subsidies on enterprises and to discuss the magnitude and effect of state aid on enterprises during the transformation of the Czech economy. Subsidies to enterprises during transformation were high, often transparent, and above the European Union average. During 1997-2003 registered state aid reached 362 bn. CZK. More than 90 percent of the total registered state aid went to awards the rescue and restructuring of enterprises. It can be roughly estimated that during 1997-2000 state aid was twice as high as officially registered. Share of state aid to enterprises in public debt increased and reached 70 percent by 2003. Non-transparent channels of state aid distribution decrease the efficiency of state aid, as they distort market signals and decrease motivation for fair competition. |
Subregionalismus v EU a APECSubregionalism in EU and APECEva Cihelková, Pavel HnátPolitická ekonomie 2005, 53(6):793-809 | DOI: 10.18267/j.polek.538 As a consequence of the new regionalism a marked increase in the number of regional groupings can be observed which makes the preferential relations between states even more complicated and complex. One of such complex relationships, which did not come to being during the third wave of regionalism but was strongly supported by it, is subregionalism - simply said, overlapping of regional integrations. The aim of this comparative study is to analyze a current state and development of subregionalism within two region-wide integrations - the European Union (EU) and the Asia Pacific Economic Cooperation (APEC) - and on the basis of this analysis to compare the effects of this phenomenon in both regions. Some general conclusions enabling an assessment of future development of subregionalism and its impact on regionalism in Europe and Asia are the main outcomes of the comparison. |
Bola hospodárska reforma účinným nástrojom na riešenie finančnej krízy v Juhovýchodnej Ázii?Was the economic reform sufficient instrument for solving the financial crisis?Peter Baláž, Martin LínerPolitická ekonomie 2005, 53(2) | DOI: 10.18267/j.polek.505 The study deals with analysis of economic reforms in South-Eastern Asia affected by financial crisis in 1990s. Authors have stressed, that it was a result of internal and external influences, which caused not only the fatal destabilization of main economic fundaments of affected countries and they have had consequences on international business authority of these countries. It was approved, that the high rate of internal interdependence of countries affected by crisis and also the interdependence on Japan, could be considered as basic, but hidden accelerators of crisis. Nevertheless using of important reforming interventions eliminated most of the economic implications of it the risks of re-outbreak of the crisis have been decreased to certain level only. For prevention against its expansion are responsible all "attended" subjects and equally they have to share on realization of reforming economic programs for its long-term elimination. |
Rozvojové země v éře ekonomické globalizaceDeveloping countries in economic globalization eraJiří Fárek, Jaroslav FoltýnPolitická ekonomie 2004, 52(6) | DOI: 10.18267/j.polek.490 This article describes core changes, both theoretical and practical, of DC's action unity and its new features after the globalization acceleration during the 90's and the beginning of 21st century. Following re-defintion of basic terminological issues the authors show that the "unity of purpose" famous in the 70's has not yet evaporated as predicted by some authors in the late 80's. The case is analyzed and ilustrated by the failure of 5's WTO Summit in Cancún, September 2003 and also negotiations connected with the creation and activities of Group 21. The problems of agricultural subsidies are in the centre of attention with possible impact on international trade as mainly EU and its new members (including the Czech Republic) is concerned. However, the authors predict that the new LC's "unity of purpose" will be more volatile and fragile than before. |
