Creation and Violation of Institutional Equilibrium in Redistribution Systems

Institutional economics is one of the most developing fields of economics. However, many its issues still need to be solved. For instance the theory does not give exact answer to why particular institutions (formal and informal norms) occur, change and cease to exist. The paper tries to solve the topic through the model of establishing and disrupting institutional equilibrium in redistribution systems. People live their whole lives in redistribution systems and they can be members of a winning coalition and receive some redistribution or they are out of coalition and the redistribution is made to their detriment. The members of a winning coalition are not, however, automatically guaranteed ongoing membership. So they have interest to establish a structure of institutions (institutional equilibrium) helping them to protect their position. The paper divides redistribution into two kinds: necessary and unnecessary redistribution. The process of creating a winning coalition in a redistribution system is described and it is shown how institutions help to facilitate the process. Then the paper defines the institutional equilibrium (IEQ) and its conditions. They are explained the connections between IEQ and redistribution systems, the conditions when is convenient for some players endeavour to create a equilibrium, the reasons why IEQ does not occur. The theory of institutional change is hereto used - if somebody endeavours to create a IEQ, (s)he also realizes a institutional change.

How Common Methodology Problems Affect the Unsatisfactory Status of Economic Science

The authors of the article point out that the theory of economics has failed to yield a solid theoretical background in such critical situations as the period of the current fi nancial and economic crisis and the transformation period of post-communist economies. Mainly present crisis opens the question of unsatisfactory status of economic science. While classical liberal or Keynesian concepts are failing, theorists cannot look to mathematical modelling for help. It seems that traditional concepts are malfunctioning. Financial market is particularly predisposed for this process. The use of mathematical model is overvalued. The article calls attention on asymmetry of information problem and possible influence and adequacy of regulatory attitudes on return to equilibrium level, particularly in EU. The challenge for today's theoretical economists is to find a new concept for today's global era.

Theory of Redistribution Systems

Theory of redistribution systems is an application and at the same time extension of Game Theory. It deals with functioning of institutions, establishments, firms and others social systems, in that pay-offs are redistributed in contrast to achievement of individual players. The redistribution is usually allowed by a coalition, formed inside of redistribution system, that disposes of dominance over the pay-offs' redistribution. Model of Elementary Redistribution System composes of three players bringing interesting and usable knowledge. The achievements of players are divided in the rate of simple numbers. Redistribution equation describing all possibilities of pay-offs' redistribution in Elementary Redistribution System and enabling to create and to test a computerized model of Elementary Redistribution System. Based on that, it is possible to model different types of bargaining, kinds of equilibrium - including Pareto optionality and Nash equilibrium - and in connection with it also chaining of simple redistribution systems into the combined ones. Model of Elementary Redistribution System is possible to extend into many branches and use it for description of behaviour of realistic social systems, especially by solving problems concerning the possibility to increase efficiency of its functioning.

New elements in global architecture of isurance markets

This article is dealed about the requirements on new architecture of financial markets, namely for banking and insurance market. The principles of Basel II and Solvency II are discussed. The second part of article concerned with quality changes in comercial insurable risk and financial decesion of enormous natural catastrophes in last decade. The traditional way - insurance, reinsurance and public finance is completed by insurance derivates (CAT bondes) in present. This solution takes partial place by financing hurricanes Katrina and Rita claims.
